Cowan et al. (P. 199) show that the fastest fluctuations of the hydrogen-bonding network occur in water in the time range below 50 femtoseconds. This leads to an extremely rapid loss of structural memory in the liquid, as shown by the multi-dimensional spectroscopy of O-H stretching of water molecules.
